Windows 11 introduces a change that requires an internet connection to complete the initial setup, making it challenging for users to proceed without linking their devices to a Microsoft account.
In earlier Windows 11 versions, it was relatively simple to circumvent this demand and proceed offline by creating a local account. However, this option has been eliminated starting from Windows 11 version 22H2 and subsequent releases. Nonetheless, for individuals who either lack an internet connection during installation or prefer a more conventional offline setup, a workaround exists to bypass this requirement and successfully complete the out-of-box experience without an internet connection. This applies whether you are configuring Windows 11 Pro or Windows 11 Home.

When you arrive at the page prompting you to select your region, press either “SHIFT”+“F10” or “SHIFT”+“Fn”+“F10”. This action will bring up a Command Prompt. In the Command Prompt, type the command “OOBE\BYPASSNRO” to bypass network requirements on Windows 11, then press Enter.
Your computer will restart. When you reach the page where you are asked to connect to the internet, you will find an option to select “I don’t have an internet”.
